Lowry was a good defender. He isn't stopping anybody anymore. He's near useless if his 3 isn't falling. He's has no impact unless it's situational, and it's likely he won't be on the floor in the most important situations, because Maxey will be the PG in those situations.
Looking at the numbers, there's minimal difference in TS% between the two, but Lowry is a far more impactful defender and contributes significantly in other areas like rebounding and assists. Therefore, between Payne and Lowry, Payne is almost useless when his three-point shot isn't falling.
Additionally, you can pair Lowry with Maxey, whereas you’ll have defensive issues with Payne with Maxey.
I also believe Lowry's IQ and experience are highly valued on this team, which lacks a true point guard and primarily consists of wings.
