I doubt that it is but if it was you would have more options. It would give you access to players other than free agents.

With a clear understanding of what a buyout is .... the answer will also be clear ....

A BUYOUT is a transaction between a player and a team whereby the team pays the player an agreed-upon amount of money to tear up his contract with the team and leave. He is therefore an instant free agent and can do whatever he pleases.
