Kind of... But if a GK shows assertiveness to take a PK, the coach usually never denies them the chance. It shows confidence and 90% of penalty shootouts are about nerves and tiredness.
It is rare to see a GK be in the top 5 PK lineup. I've seen it about 2-3 times. I've seen them take the 6-9 spot a little more often. It's usually when there is confusion on who wants to take one. And the GK is like "fvk it, I'll take it".
I'm actually surprised it's not more common actually. I would think the keeper is one of the most fresh players left on the field, not including subs. So they shouldn't have to worry about taking a tired PK (when a player is tired, they tend to lean back too much on their PK and shoot the ball over the net).
