1 for organizer ( regardless of confederation)
1 for previous champions ( regardless of confereration)
20 for europe
7 Asia+occeania
7 Africa
12 North+southamerica

3 team groups are bizarre. 2 matches then you're off home? Utterly bizarre. 5 group teams makes more sense to me because you still have the problem of one team left out on the last day of matches - this can result in match fixing or playing to a certain result. At least with 5 group teams, small countries still enjoy their 4 matches in the spotlight. The 3 team thing will result in big teams getting knocked out after only 2 matches, which is again strange.

Also, the 32 team world cup set up just seemed so perfect. 8x4 teams, 2 go forward, no odd match days, etc. Crazy to ruin it.
