The refs in this tournament have been awful. That penalty was one that would not be overturned if it was or wasn't called.

Feel the ref didn't want to give out a red so early in a WC game. But that was definitely a red imo. Like you said, he stuck his foot out. Argentinian player had a chance to chase the chipped ball and secure it in the net. Croatia GK knew this and took him out.
