The transfer window set to open on May 17. What, how, when, where?
Does this mean the players can buy new players for UEFA final game?

The reason for the window change is so that all transfers can be concluded before the start of the season, managers have been pushing for this change for a while and I believe it's the correct one. Speculation and players leaving once the season is underway can cause a lot of squad disruption.
It makes logical sense to me. I don't think players bought would be legal for the CL final.
