Because they came out lifeless. When your team comes out like that with zero effort to start the quarter, the coach is to blame. He should have had them hyped up in the locker room during half time. Didn't you hear what Reggie Miller just said about Scott Brooks. He said what did Brooks say in the locker room to amp up this Thunder team. They look like a totally different team.

This isn't college or high school where the coach gives a Knute Rockne speech and says "win one for the gipper". These are professional players who come out ready to play. By your criteria Hornacek must have gave the best speech ever before the game because the Suns came out and played like they were on fire.
