Don’t know what the return for Allen or O’Neal will be but I think it could be a win-win if done correctly.
The Jazz would have been perfect partner and maybe still are but not sure if they need an Allen or O’Neal.

A lot of young untested guys at SF/PF other than O’Neale. Hayes-Davis could be a wildcard until the youngster develop (Dunn, Ighodaro, Fleming)
Dunn and Ighodaro have big flaws in free throws and shooting. They are in no way locked in for a starting or backup role.
After waiving Beal the next important acquisition
Needs to be a point guard.
edit: even after signing Brea as a two-way, keeping Allen is critical. PG is still the most important need if you retain O’Neale and Allen.
