The Arizona Sports Team Rule

I've maintained for quite a while that Arizona is only allowed to have one really good professional sports team at a time. Now, some teams throw off the others more effectively -- WNBA and Arena Football championships don't pull down the other sports as much, for example.
But the moment the Cardinals started improving, the Suns (despite their talent level) have dropped significantly. I'm not sure whether the effect works when teams are in their off-season. It's possible that the Suns have sprung back to a more-acceptable level of talent -- which would explain why they sucked against the Bulls but were great versus the Kings.
What led me onto this is that at any one time, there does seem to be one team doing really, really well: The Diamondbacks, Suns, and now Cardinals have all had very successful runs over the last few decades but never simultaneously.
What do you guys think?
