Good list. There are a few guys I would probably leave off (Leites, Herman...maybe Arona), and a few guys I would throw on there (not sure if you left them off on purpose or just forgot).

In no particular order (I realize all of them couldn't be included in a top 25, but I'd be interested to see the reasoning behind leaving some of these guys off):

Andrei Arlovski
Josh Barnett
Paulo Filho
Feijao Cavalcante
Jacare
Mayhem Miller
Joachim Hansen
Satoru Kitaoka
JZ Calvan
Shaolin Ribeiro
Josh Thomson

(some of the LWs would be even better in the WEC at 145 though)

I remember reading that Arona was set to fight in the UFC sometime this year, which i'd love. Other than that i'd really love to see Gegard. I can see him Vs. Jon Jones turning out to be one of the biggest fights that could happen in the next few years.

I agree with ones I put in bold. Jacare I didn't see on your list, and he should be and I'd also like to see Arlovski back in UFC .

Shields has hinted that he may want to go to the UFC and fight GSP. A loss to Hendo could make that move more realistic.

Nick Diaz has been saying the same thing. He wants to fight GSP, and he doesn't see the point in a fight with Jay Hieron.

To that point, Hieron might not be in Strikeforce much longer either. He's been screwed by them to this point, and still hasn't been given the title shot he was promised when he signed with them. He could be on his way to the UFC.

I've also heard that Robbie Lawler may be a free agent, and he's a guy I could see ending up in the UFC soon if that is the case.

Most of the other guys are pretty much set where they are, except maybe the Bellator guys.

I heard that about Diaz too, he's an idiot. He would get rocked so hard by GSP.

I'm still interested to hear why you omitted certain guys.

Some of the guys I listed I can understand, but I would think guys like Arlovski, Barnett, and Thomson would at least make a top 25, and probably be pretty high in the rankings.

I omitted different guys for different reasons. Arlovski because he has already has his run and he stands little chance against the new HW division. Barnett because he already burned his bridges with the UFC and has 2 steroid suspensions already to his name. Thomson is the one of the 3 that I would love to be in the UFC, but I only had 25 spots.

I did not just make a list of the 25 highest rated guys not in the UFC, but a list of guys who make sense for the UFC.

Fair enough.

But you have Henderson on there, who just left (a fairly amicable split as far as the UFC goes, but still), and Leites, who was mocked and run out of town.

And whether he's had his run or not, I'd still rather see Arlovski back in the UFC over the likes of Dave Herman.

That is because there are still a lot of interesting fights for Hendo in the UFC. He left in his prime. I'm just not sure what interesting fights are there for Arlovski. He would likely get run over by the bigger, heavy hitters in the UFC's heavyweight division.

I think people are sleeping on Dave Herman. He is, IMO, the best young prospect in the HW division currently not in one of the big orgs.

I was high on Herman too until I saw him get worked by Mu Bae Choi, who is nothing special himself.

I've only seen him in a handful of fights otherwise, and while he's looked impressive at times, and has that nice looking 16-1 record, he hasn't beaten anyone that would even crack the top 50. He may be a good prospect, but right now I'm not sure he even wins a fight in the UFC against the top 15 guys. He's young, so he could improve, but he'd have to get himself at a good camp.
