Within the context of us knowing that the absolute best HWs are under contract to Zuffa and with this more clear in 2012 opposed to 2008, Fedor has fought terrible opponents. I don't see the argument that he's fought cans... over the last year, definitely, but when there was more MMA org competition, he definitely fought three top 10 guys when those fights were made available to him. No reason to conclude that he wouldn't fight the other top 10 guys if in the same org.
