I think it's Chuck, but it's much closer than most people would think (including myself before going back and looking).
I think Cro Cop's big wins (Barnett x3, Igor, Wandy x2, etc) actually stack up fairly well to Chuck's (Randy x2, Wandy, Tito x2?, Belfort?). Cro Cop had worse losses though (Gonzaga, Kongo, Hunt, Randleman), while Chuck only really got beat by very good fighters (except maybe Jardine...and Horn way back in the day).
I think Chuck had a stretch as the #1 LHW in the world, which CC never had (at HW), but I'm not sure how legit that status was. Probably had a longer stay in the top 3 though.
Impact on the sport goes to Chuck hands down, which probably seals the whole thing. He was a (if not THE) major part of the TUF revolution that brought MMA into the mainstream. CC was big in Japan and with internet nerds.
I guess after taking a few minutes to look back at their accomplishments, I came to the same conclusion that I did at first glance, so I think it really is Chuck.

Wasn't Cro Cop widely considered #2 P4P when he fought Fedor in '06? In terms of the OP's first two questions, Chuck and Mirko were very close however Chuck undeniably had a much larger impact on the sport. Overall Chuck takes it pretty easily

Chuck never fought cans, was never given easy fights. His career just had more integrity. Cro Cop literally fought a Mexican carnival wrestler in Pride.
