Of the people on the list to me its probably Regal with Raven coming a close second. Rhodes and Race were on the older side once they got to the WWE. Shelton can't talk, he is literally one of the worst talkers I've ever seen I cringe every time I see him cut a promo. For very different reasons Taka couldn't cut a promo either. I do think Windham was under utilized especially in his last WWF run, but I always saw him as at-best an upper mid-carder. Kaval was definitely very underutilized but I don't think he was around long enough to be on a list like this. It's hard to put Christian on this list because he's been in a lot of high profile feuds and is a 2x champ even if both reigns left a lot to be desired.

I see Wade Barrett getting this main event push today and the only thing Barrett has on Regal is that he's taller. Regal's a better talker and a much, much better wrestler. If Regal had come along today he'd have a rocket ship up his ass. But with his substance abuse problems combined with a very, very deep roster he got lost in the shuffle quite a few times. Although they should've gone all the way with him when he was paired with Eugene.

With Raven, although he was only in WCW for a couple years he was given a high enough profile spot especially when he first got in that I don't think they wanted to give this WCW guy a big spot unless he was willing to spend a couple years toiling in the undercard

I think in the past half-dozen or so years I think the guy that would be at the top of this list would be Carlito. This guy really did have it all, he could talk with the best of them he literally did they had him cut a promo with Piper and SCSA at Wrestlemania 21 when he was injured.

When he debuted, he debuted against Cena and Cena-Carlito should have been feuding frequently the last 5 years.

So true. Carlito was and is the man. They just miss used him so much. Are you telling me he couldn't do what the Miz did? That the Miz made a better WWE champion than Carlito would have? I some how doubt it. The guy was better in and out of the ring. And they just never did anything with him.
