I don't think it has the 24/7 rule of the hardcore title, I'm pretty sure you have to be in the ring for it to happen.

My biggest wish with current WWE characters is that Maria and Mike can keep the momentum of these characters for the next several months and they ca eventually do a program with them against a babyface Owens

Something that sounds okay in a meeting but the logistics of it are such that it would probably not come off that well especially since fans will have left or are leaving. Plus even if you were to do it, none of these guys are the right person to do it with. Do it with Braun Strowman who can throw a guy over his shoulders and carry them the several hundred feet to the ring.
