Can we even trade Raef before summertime?
logging on to ESPN's Trade Machine, I've noticed there's a trade restriction on Raef, because of his option to opt-out this summer. Does it mean we cant trade him during the draft? or maybe only with his approval? any CBA experts around?

I think that is correct, he can't be traded before the new NBA year, which I think is July 1st.
But, it is really not important. Trades involving players like Raef can be agreed to at the draft, but then become official at the new year.

Raef apparently has until June 30 to "Opt Out". Since he can opt out, he cant be traded.
This situation is different than a player option to "Opt In". If that was the case, Raef could be traded as soon as the season ended if he declared he was "Opting In" to his final year.
But since it is "Opt Out", I believe that the deadline must pass without him Opting Out before he can be traded.

I have a hard time seeing Raef opt out of his contract. I mean in the words of Deejay from street fighter, "he's paying me a freaking fortune" is pretty much what Raef has to be thinking in regards to Paul Allen. When he does exercise his option, I hope we'll hang onto him. Next year, I see us making the playoffs as a 7 or 8 seed and we'll need as much experience as we can get(ala Alton Lister playing huge minutes in the playoffs in the late 90s after garbage in the regular season.)
