The rule is more complex than that. First, the three year rule is for the NBADL, not the summer league. The summer league requirements are that no team may have more than four veterans on the team, with exceptions made for players who missed more than 25 games due to injury or who played in the NBADL in the previous season or who was without a contract the previous year with an NBA team. Antonio Harvey was able to appear for us in the 1999 Summer League.
