While Carmelo has yet to reach the NBA finals, he is a franchise player. The guy is a top 3 SF behind arguably the 2 best players in the L (Lebron and KD).
Even on the Olympic team he is still a top 2 scorer while coming off the bench - 16ppg in 17mpg.

Carmelo thrives in the Olympics for the same reason he thrived besides Billups. He isn't the man. He doesn't handle multiple responsibilities.
