2nd round doesn't make any difference
Portland won 54 games and made it to the 2nd round after beating Houston in the 1st round, and Houston was healthy. That summer, Spenser Hawes, of all people, spurned the Blazers and took the same money in LA. Blazers had to settle for Kaman. In other words, Even when Portland does well one season and lowers their expectations about 3 tiers in free agency, they can't complete plan A
Anyway, POR can get better through player development, draft picks and trades. There's options.
player development only goes so far and can be wiped out by one injury. Blazers were amazingly healthy this season. Trades can work, but again, without really young prospects with good potential or high draft picks to offer, the chances of getting all-star talent in a trade are next to nil. And Portland won't be having any top-10 picks for a while unless disaster strikes. They seem to be in a cul-de-sac and they haven't found an exit sign yet
