Portland Trail Blazers F Rodney Hood is declining his $6M player option and becoming a free agent, sources tell ESPN. Hood’s had nearly a full year to recover from a torn Achilles injury and can play right away with a new team.

Unexpected... I was hoping he would be an underrated piece for us going into the season.
We do have bird rights on him however right?

Frankly I don't mind this, I like Rodney but coming back from an Achilles is a bear, I'd prefer looking for other options and free agency looks pretty decent to me

The rise of Gary Trent likely pushed Rodney out.

Does help the cap situation and perhaps makes it more likely that the team will spend money in free agency and/or buy a pick in the draft

I don't know if this is a good move for Rodney.

I think free agency for wings like him suuuucks, almost no good options available.
Him declining his option doesn't open any extra moves or capspace to us beyond a roster spot, it just means we lose an asset and in worst case a solid option for salary matching in trades. There is nothing positive about this really, it just gives us one more roster spot for a veteran minimum player.

We have 5 open roster spots and $28M to spend. Melo, Hood, and Whiteside are unsigned.

It does put us a little further from the luxury and repeater taxes so we might be more willing to use the Bazemore tpe or sign a free agent. I could also see Portland maybe already having a deal lined up with Hood where he gets less this year but a longer term deal ( say 3 years at $4 million per)

Even with Hood, we could use the Bazemore TPE and sign an MLE player and a BAE and still be below the luxury tax. I don't see how it does anything to help us..

Did not see that coming. Not sure why he did that. Maybe the Blazers offered him a contract if he opts out. Maybe less money per year, but for 3 years with a player option? I just dont get it otherwise.

Depending on what Portland does in free agency, say signing Milsap, I expect Melo to be gone. I would like to resign Whiteside but a suggested trade on the trade board where Portland absorbs Kanter into the Bazemore tpe and gets a late first would be something I would like as well. Bringing back Harkless and Meyers Leonard on cheap deals would be other options I would explore.

Look at the FA SF market, that is the reason Hood opted out.
After Grant and Crowder, there is argument that the 3rd best UFA available is RHJ or Mo freakin' Harkless.
This move will look surprisingly smart in a few days.

The extra room just leaves extra options on the table. After using all those avenues it would put us close the the lux tax and make follow up deals such as mid season trades riskier. Not saying it's good for the team he opted out just that it isn't all bad for the team

I've been a little out of the loop with all things NBA, but didn't realize how much FA money Portland has to play with...

It's going to be benefit for Portland to be able to use their full MLE, TPE and BAE while staying under the
tax line. Sign the best player at any position with the MLE, now that Roco is on board and see if the TPE
brings back a useful player to make it worthwhile.

Need to use the MLE on a starting forward. Preferably a PF, but I suppose Covington could start at PF if the Blazers are able to sign a quality SF.
I'm wondering if a S&T Whiteside can bring anything in return.

Yes, Blazers have his early bird rights according to Dwight Jaynes (because he's been on the team for 2 years now).
Jaynes has been saying that Hood opting-out doesn't necessarily mean he's gone. That said, I imagine the Blazers are wanting to save some space for Trent Jr, so I'm a bit skeptical they bring him back.
