TE ($7.1mil): Enes Kanter C
Millsap is my #2 for the MLE, but his playoff performance was scary and his defense is trending downward. At this point he is more a spot up 3PT shooter than some versatile defender. Gallo just brings more across the board.

I dig this. I wonder what the C's thoughts on Kanter are. He would need to first opt into his 2nd year of his deal first, but I would bring him back if the price was reasonable.
That said, I don't think Melo comes back for 3.6mil. I think he'll get more money elsewhere, and he's going to want a starting gig somewhere... which at this point, I don't know if he has anymore in Portland after the Covington move.
I do think Gallo would be an awesome fit with Millsap as a decent backup choice. I think the Blazers view it opposite though, Millsap > Gallo. I think they are going to really prioritize defense this summer and they probably view Millsap like a Horford-lite style player who can set a defensive tone for the squad. If there could be a way to get both Gallo and Millsap.... maybe signing Gallo with the MLE and then doing a S&T with Denver for Millsap using the TPE and some incentives....

That's a pretty nasty group... if everyone stays healthy (big if), that's arguably one of the best defensive lineups the Blazers will have rolled out in the Dame era.

What type of salary will Milsap get? He's 35 years old so I'm not envisioning a whole lot. Could he be had for the BAE or is he going to require the TPE amount or even the MLE? I'd rather get someone a bit younger for the MLE. What sort of incentive would Denver require in a trade for the TPE?

He's still productive and pretty highly regarded as a lockerroom guy who can set the tone for a teams defense. I think he'll easily get more than the BAE, he still gives you 12/6 a night in 25min. That's worth more than 3.6mil pretty easily. I think he'll likely cost the whole MLE or at the very least the TE amount the Blazers have.

Too many variables as this point. What we have is this:
Lillard/Simons
McCollum/Trent
Covington/Little
Collins/Hezonja
Nurkić
So major holes at backup point guard (as usual) and at the 4/5, which is concerning due to the injury history of Nurkić and Collins.
Is Boston really willing to dump Kanter? If so, perfect use for the TPE.
If not, is Whiteside willing to re-sign knowing he'll be in a backup role?
With the Pelicans rebuilding/retooling, Derrick Favors seems like a realistic target. Age appropriate and fills the gap at 4/5.
Is another team really going to start Carmelo Anthony? Is another team really going to offer him more than the BAE?
Did Hood opt out with a handshake deal to re-sign on a longer contract? Or does Portland need to start looking for a replacement there?
Bringing Gabriel back on a minimum contract seems like a smart move.
Not 100% convinced players like Gallinari, Crowder, etc. are realistic free agent targets.
Millsap would be an okay signing, but he's past his prime and entering the declining state of his career.
Could always bring back Harkless, but then we've seen he plays his best in a starting role.

Another player to keep an eye on is Cousins if his knees aren't completely shot. He's a very skilled player if he can get healthy.

You would think he is listening to his agent. Could be he has a deal with Blazers or someone else. Maybe there is a sign-and-trade, who knows. You can never rule out bad advice as a possiblity.

Portland signs Gallinari to 4 years $42 million contract with a player option. Gallinari takes less, as he said he'd be willing to do in the right situation. Portland trades the Bazemore TPE for Kanter & #30 pick. They send the remainder of the TPE to Washington for Shabazz Napier (2 year deal). Portland resigns Melo and Gabriel.

Portland is getting the rep as a place players can go to rehab their image/game, so I like the fit. That said, I wouldn't give him more than a vet min contract at this point (not one of the exceptions listed here) - I severely doubt anyone else would either.

He's not old and was a max player. I'm guessing his knees are structurally damaged. That's why he can't get a contract commensurate with his past performance. I would worried if I was a Mavs fan. They just maxed Porzingis and his injury sounds bad.
