Since whether Rudy is coming to POR next yr I think makes a rather large difference as to whom we might trade for or draft, how soon can he sign a contract with Portland?

July 1st. And I don't think your assumption is correct--the date Rudy can sign will probably have zero affect on the draft and we will likely know far earlier than July 1st whether he is coming or not because you can negotiate with your own draft picks prior to the moratorium, unlike free agents. The July 1st date is simply the first day that contracts for the following season can be signed.
