I don't really know what to make of this. Part of me (most of me) thinks it's a good sign, I'm happy the railyard is back in play as a potential location. I also like this quote in particular:

"As part of their proposals, developers must include: a design for an arena; a financing plan – including equity sources and whether public money would be used; a timeline for construction; a location; and the number of jobs the arena would create."

I'm really sick and tired of these proposals coming up and then just sort of fizzling out once they hit a road block. If the proposals really are going to be as comprehensive as the article suggests I'm pretty excited.

The other part of me though is somewhat disappointed because I really do see this as starting over from scratch and the article makes it clear that this is going to take a long time. I mean, you figure it's going to at least take a few weeks for the proposals to be crafted (especially if they are really comprehensive), and then 90 days for them to be reviewed. It's going to be an awful long wait.
