If he was inbounds and the play was still live, then yes a knee in the back would be a foul. But Garcia was out of bounds and the play was dead...no foul. Sure, if Price purposely went up to Garcia an kneed him in the back, THAT would be cause for a tech and ejection. But this was unintentional contact after the play was over.
