Question regarding 2017 first round pick.

If the Kings and Sixers finish outside of top 10 and the Sixers pick after the Kings, the Sixers have a right to swap picks, does the swapped pick go to the Bulls?
If the pick is outside the top ten the Bulls will get the pick even if the Sixers want to swap.
So, if Kings draft 12th, and 76ers 14th Bulls still get the pick.
