Hugo is far less skilled and his range of outcomes is far lower.

You said "if his offensive game pans out". Well if Hugo's "offensive game pans out" then that means he developed a bunch of skills too. So next time maybe be more clear about what you are actually trying to say. Did you just mean "if Saraf learns how to shoot"? I gather that's what you meant. Would have been easier just to say it explicitly.
FWIW guys like Saraf are overrated on this board and elsewhere in every Draft. They rarely actually pan out. Who are those guys? Give me some unathletic euro guards that can't shoot that are now top 5-6 in their draft class...
People said that SGA is not athletic enough to really be lead guard in NBA, and while his 3P% was good it was on very low 3PA (1.5 3PA pg) and it was said that he has problems to get 3P shot off and would not be able to shot it in NBA, people even questioned Luka's 3P shooting and spoke about his lack.of athleticism
You know who is almost never actually panned and all the time overrated ? Аll those athletic scorers or 7fters which theoretically can handle ball and shot but in fact not in rotation at all or barely playing for their teams in Europe - like Hezonija, Bender, Pokusevski, Bolmaro and now Hugo. On other hand Sengun won MVP award scoring some 18 ppg in very good Turkish league and wasn't selected in lottery because he wasn't athletic and couldn't stretch the floor
