No he wasn't. Mark Sanchez was. Perriloux was also well ahead of him. He was at the back end of the Top 10, but I don't think he has the body that could've developed into a NFL QB anyways.

That was for his high school performance, not his college recruiting ranking or what was expected in the future.

This is actually rather easy to settle. Rivals took Paulus off their football boards after he committed to play bball at Duke, but Scout.com had Paulus as the #9 QB, a 4-star prospect, and the #1 PG prospect. Rivals.com also had Paulus as the #1 PG prospect.

So while Paulus undoubtedly made a mistake, now that we know that he's got no future in basketball, at the time it was not so obvious.

As others said, he was a big deal coming out of high school. However, it was a pretty weak class looking back.

PGs in the top 10 behind Paulus:
Mario Chalmers (Kansas)
Byron Eaton (Oklahoma St.) (End of 5-stars)
JP Prince (Arizona)
Devan Downey (Cinci)
Dominic James (Marquette)
Mike Mercer (UGA)
Chris Douglas-Roberts (Memphis)
Walter Hodge (Florida)
Denis Clemente (Miami)

The Rivals list is pretty similar.

He's a poor version of Gerry McNamera who isn't in the NBA. I'd consider Chalmers a 1st round pick and CDRoberts a late 1st/early 2nd rounder, but don't see Paulus having any NBA hopes, and his and Duke's tournament performance shows why.
