I agree that NBA teams do not have enough vision when it comes to this guy. If he is used sparingly, say 15mpg, he would make a significant impact on the defensive end. His fall is a product of a dangerous myth propagated by 'positionless basketball' proponents: namely, that everyone on the floor has to be a shooter for spacing purposes. The Warriors are usually cited as the golden standard with regards to this. But, when you look closer, Livingston isn't a three point shooter, you don't want to rely entirely on Iggy from distance, and Draymond consistently turns down open shots unless he is in rhythm. 
The other (actually more important) consideration, which is grounded in reality, is Tacko's inability to guard in a switching defense up top. This is why people were hyper critical of Gobert in last year's playoffs. This is certainly a notable flaw in my mind, but I still do not see why a defense that properly helps cannot successfully trap pick and roll players, or at least influence where the ball is going up top (so the help man can jump the lane). The NBA needs to get more creative imho.

Every talks about his FT shooting which was bad in college, but he shot 69% in high school.  42-61. He also shot 56% his freshman year.  He used to hit his FT's pretty respectably. 
It must be in his head now but there still seems to be hope he can be a 60% shooter. Besides when you have a career .680 true shooting in college I don't think it really matters that much anyway.

When he was shooting free throws the last couple seasons you could almost see him changing his mind how he would shoot while he was shooting. I think he's had a lot of contradictory advice, and this guy is so intelligent: 95th percentile on his SAT in English (his native language is French), and majored in computer engineering and business. He thinks a lot while he plays, which made him a good passer at UCF. Btw, I also think his jump shot will come along. Boston was so smart to give him a chance. I hope they're patient because the rewards could be excellent.
