When does it become unlikely for a top pick to succeed?

Fultz and Josh Jackson were the #1 and #4 picks in the NBA Draft two years ago. Futlz has quit talking to his shooting coach and appears to be regressing even further in his league worst shooting and the 76ers have added Jimmy Butler despite Butler being a bad fit with Fultz. Josh Jackson was one of the worst players in the league for the first 10 games and now has been benched and gets fewer than 10 minutes a game now. Neither player has shown anything in the NBA and both teams seem extremely disillusioned with these players, but do these two guys still have a good chance to become a good player in the NBA or is it starting to be unlikely?

Jackson is a mixed bag of just going to a terrible situation for his skill-set. Add the lack of confidence and not being special at this level, he is struggling to adjust.

Fultz had a major health issue. That's pretty much it and he is still playing well outside of shooting and scoring.

Probably after a team change and continuation of the same issues that led to the team change.
