why did the commentator then say "this means Chicago moves into the top 3"?

Only the top 3 picks are decided by lottery. Bulls had the 9th worst record, which means you'd expect them to come up in the 9th slot. Once the 9th slot was drawn and the Bulls weren't on the board yet, they had to be in the top 3. They could have ended up at 1,2,3,9,10,11 or 12.

Bulls were either 1,2,3 or 9,10,11, 12. So obviously if not 9-12 they had to be top 3.

If someone moved up behind them, then the Bulls get bumped down. E.g. Say the Warriors moved into the top 3. That means, every team ahead of them moves down one slot. If the Warriors and Blazers both moved into the lottery, then that means the Bulls moved down two slots into the #11.

Are only the top 3 picks a lottery? Meaning any team that is passed by before the top 3, is automatically in the top 3 because that means that they have been selected? I think I get it. I was always under the impression that they were all randomly selected. Do picks 8-14 hardly ever change order at all?

That is correct. Only the top 3 picks are lottery drawn, then the rest of the picks (4-14) are slotted for the remaining teams according to record. And yes 8-14 rarely change because they have lower odds at a top pick. Chicago was #9 and only had a 1.7% chance at the top pick.
