I think they are instructed not to make any loud gestures/stay calm and it's hilarious to see the excruciating looks on their faces. They're trying to look professional but you can't help but see the anger and frustration when the picks didn't go their way.

Like this year watching D'antoni's reaction when New York only got 6th and the other team that wanted to hire him (the Chicago Bulls) made it to the top 3. And the Boston/Memphis owner's reaction from the 2007 lottery were hilarious. It's a funny sociological situation that can actually be pretty amusing.
