Study of most successful GM's since 1989

Here is the link: http://basketball.realgm.com/wiretap/23 ... Since-1989

Apparently Isiah Thomas is the best. RC Buford doesn't crack the top 5. Does anyone know if they take into consideration draft position? If your picking for teams like the 90's Raptors and destroying the 2000's Knicks you'd consistently get to draft higher and have a better percentage.

Don't have insider but it looks like this is based entirely on drafting and for all of Isiah faults the dude owned the draft.

He drafted well, but saying he is better than RC is something else. My question is would he do good with the 25th pick or lower for 15 seasons? Kawhi being an anomaly.
