It's more like 9 teams. Jazz, Pelicans, Spurs, Blazers in the West, and Wizards, Hornets, 76ers, Raptors, Nets in the East. Probably typical for an NBA season at this point.

The Warriors ironically would be much better if they kept Klay and had this same roster sans Buddy.

One thing the play-in did fix is the funny playoff seeding tanking that happens at the end of the year when there's a pretender in the top 4 of a conference.
There's a tight 4 way (honestly 6 way) race in the west for the bottom 4 seeds, and it's right around the last couple games where you'd see a strategic tank game to end up at the 7th spot to face the Rockets for one of those teams. But the play-in is too risky for that gambit now.

I’m not sure why everyone thinks they can fix tanking. Some teams are legitimately bad, it doesn’t matter how hard they try… the raptors were legitimately trying to win games early in the season they just had injuries/ sucked even when healthy. Seriously, how is a team like the Washington wizards gonna win games with that roster? The spurs just lost their franchise player… what are rhese teams supposed to do? How are they supposed to win if they just suck? It doesn’t make sense to punish them because they’re **** teams with **** players.

it also gave them money to fill out their bench and subsequently make trades. buddy was nice in the first 15’ish games but for a guy known to have hot streaks he’s been surprisingly invisible most of the year. just 36.8% from 3 as a warrior.

Part of the problem (if you have an issue with blatant tanking from the 1st game of the season) is the Wizards are incentivized to build a team like that in order to be atrocious enough to guarantee being in the bottom 5 of the standings.
Because you have other competitors like the Jazz, and then the Nets this year, going out of their way to be even worse with aggressive trades.
I don't think you can fix tanking entirely, but the goal for the league should be to incentivize basically Masai's mindset: half assed tanking. Teams trying to win games before the deadline, and then shifting gears post deadline and selling off some vets.
If teams are incentivized to keep a bare minimum of competency, you'd avoid the full teardowns you see now.
