What's true is that Jonas was an overwhelming/consensus pick to go 4th overall to the Cavs if the top 3 was Irving/Williams/Kanter and it was a shock that they didn't take him. However it's a misconception that this means he was consensus BPA. The reason Jonas could be overwhelming consensus Cavs pick and not consensus BPA, is because there was 0 chance of the Cavs taking a PG 4th. The consensus top 5 picks were Irving, Williams, Kanter, Valanciunas and Knight in some order.
^ Disagree with your 'top 5' in any order. Biyombo was slated as #2 or in the top 5 for a greater amount of time then Knight was (2011 Nike Hoop Summit). In fact, I recall Knight slipping out of the top 5 for a extended period of time in mocks when this was occuring, only reaching #5 at the highest in the weeks leading up to the draft. Cleveland was projected to take Val for a lengthy amount of time which is why it was a shock they reached for TT.
The premise of your post is right in it that Val wasn't a clear BPA. It's been said that Val forced Cleveland's hand however with his agent trying to steer Val towards Toronto by using his buyout as leverage. Can't blame Cleveland for avoiding a potentially hazardous/messy situation that the buyout entailed.
