Development isn't just for 18-22 year olds
If anyone has done any reading on Neuroplasticity, they would know that people can improve at any point in their lives. Especially young males between 19-30 years old. Many male brains don't fully develop until they are 28-30 years old. The last area to fully develop is the prefrontal cortex which is responsible for planning, reasoning, decision making, moderating social behavior, etc.
It all depends on opportunity & how much that individual wants to work on their game. I have been watching basketball for 30+ years. There have been so many players that I thought were complete scrubs in their early 20's. Guys that I thought would be out of the league. Many of them went on to find their role in the NBA, mastered it & went on to be valuable role players on high level teams. There are quite a few Danny Green, Anthony Parker & Bruce Bowen stories. Guys that went overseas & guys that just kept grinding it out in the league.
