Its easy to say that. Where does he go to improve the roster? What teams have players on the market that can help us? How do you know their asking price isn't too high? How do you know they want any of what we have to offer? How do you know their isn't bidding wars going on? How do you even know for sure rumored players are on the block? The league isn't a video game
