I think he is, because Bam at the 5 is just such a good center in the modern NBA. He doesn't clog the lane on O because he can handle the ball and so doesn't clog the lane at the 5, and on defence he can switch and is great in the pick and roll. I think it's just easier to build a team around Bam at the 5 than Siakam at the 4. Also, Siakam was a great defender but it's been a good long while since I've really been impressed with his defence for more than a game or 2 at a time.
Bam-Scottie-OG-Trent-VanVleet would be really strong defensively for instance and everyone can either shoot or handle it, whereas a Miami team of Center-Siakam-Butler-Herro-Lowry or whoever (or start Martin at the 2 and Herro at the 1 since Siakam and Butler will handle it) just looks lower upside and less structurally sound to me.
I like Pascal, but NBA history, both in the 3pt heavy era and before, is just pretty unforgiving for 3rd team all NBA style PFs. PF is sort of the easiest spot to fill because SFs who can shoot the 3 can mostly slide up there now and give you better spacing to compensate for having less game than a Pascal type.
