Kyle Lowry reiterates plan to retire as a Raptor

"Like I’ve said, and I’ll say it now, I will sign a one-day contract and I’ll retire as a Toronto Raptor. That is my everything," Lowry said.
"And I’ve left the franchise in a place where Pascal (Siakam) is an All-Star, right? He’s going to come back, have a great (season)," Lowry said. "Freddy (VanVleet) is going to continue to get better. He’s going to emerge as an even better leader. They’re guys who are still young. OG, you see his emergence as the offensive player. They will get more of the attention now. I would take all the blame because I wanted to. I never wanted them to have to deal with that stuff, because I just felt I could take the world on my shoulders. And they can, too, but now it’s theirs."
Lowry said his return to Toronto for the Heat's game on Feb. 3 will be emotional.
“I’m a man’s man, but I know I’m going to be a little bit sensitive and crying that day," he said. I don’t know. I might hold it in. I’ve talked to (former Raptors teammate) DeMar (DeRozan) about it. But it’s one of them days where I know it’s going to be a lot of love for me and me giving love back, it’s just going to be interesting how it goes down because I don’t know what to expect."
"Toronto was home. That was legit home," he said. "You’re spending September to June there because your kids are at school in Toronto, and to not be able to go there, it was like, ‘Damn, when will I ever go back to actually enjoy the city?’ I went back there last off-season. I had dinner and it was good just having that chance to go and sit down there. And this season, I think we’ve got three days there. I’m not looking forward to (the emotion)."

He likely does that if the Raptors are willing to pay him enough at 38. But it's more likely he'll just retire following the
Roy Halladay example who left the Jays and, despite winning a ring in PHI, wanted to retire as a Blue Jay, so he signed a 1-day contract.
Halladay said the Jays organization helped him to become the player he became and he felt he wanted to acknowledge that, thus retiring as a Blue Jay. Lowry likely feels the same way about the Raptors.

Like ofc he does...he didn't get a chance to have a farewell Toronto tour due to covid, the man wants to be recognized for his accomplishments (which he deserves) and he'll get it.

Lowry has already said many times he wants to retire as a member of the Raptors and Masai & Tannenbaum have wholeheartedly concurred,
as said in this SI article:
Eventually, at some point down the road when the ageless Lowry does decide to retire, Ujiri said there will be plenty of time to celebrate. Lowry has said he plans to retire a member of the Raptors on a one-day contract and when he does Toronto will honor him with "all of everything and some," Ujiri said. That'll certainly mean a jersey retirement, as MLSE chairman Larry Tannenbaum has already said, but for the greatest Raptor of all time, the Raptors aren't going to stop short of making sure the festivities match Lowry's impact on the organization.
We have a meeting of the all important minds needed to make this happen - thus this will happen.

He said he wanted a place to finish his career and for his kids to grow up in. He doesn't want to keep moving around.

He'll be the first Raptor to get his jersey retired. His length of tenure, being a part of the many years of playoff contention in this city and being an important part of the Championship run. Retiring a Raptor is just the most appropriate way to cap off his legacy here.
