So apparently, Devlin had the worst grading with a D+ and Heinsohn gets an A.
You can't judge the quality of a commentator simply by watching a few games (and I doubt Dwyer has watched more than one Raptors game). Sure, Chuck may be entertaining for a game or two, but enduring him for an entire season, or seasons of play-by-play, is a totally different story.
Simply put, this report card is not worthy of discussion.

Speaking of Leo, watching him in classic Raptors games on TV lately has been interesting. While I'm no where close to being a Rod Black fan, Leo acts a lot different when doing games with him. Leo only gets annoying when he goes along with Chuck and his shenanigans... and quite frankly, he has no other choice. Simply ignoring Chuck's bantering will only make for awkward television, so for the most part, he just goes along with it. It will be intriguing to see how Leo's colour commentary will change with a much more professional Devlin.

A single review could easily be personal bias. I mean, somebody could write that O'neal is a cancer that will kill our team and corrupt Chris Bosh into leaving Toronto the same year they're both up but it's all personal opinion.

Believe it or not, Devlin has worked with Jack Armstrong in the past. They did WNBA games (New York Liberty) a few years ago (according to Eric Smith's FAN 590 blog) and college basketball games on ESPN.
I have a strong feeling that the Devlin/Jack Armstrong combo will be one of the best in the NBA. And I also think Leo Rautins will be much better under Devlin.
Plus, maybe the Raptors should think of having a three-man broadcast team (Devlin, Armstrong, Rautins) for some games. Devlin worked with Mike Fratello and Doc Rivers for one playoff game on TNT back in 2006 (game 5 Nets-Heat).

I like Leo in the studio. He's fine there. He can teach. He can use the little scribble pad thing. Use him the way the NFL uses Steve Young in the studio for the NFL.Would you let Steve Young do colour? No... Put him with the right panel, (Get rid of Sherman and introduce Eric Smith) and find somebody to stir stuff up (the best looking poster on RealGM) and he'd be just fine.

To you, and all the other posters in here trashing the Boston announcing crew - you are either insane, too young, or just plain foolish. Tommy Heinsohn is easily the best colour commentator in the league (with the exception perhaps of Bill Walton and Jeff Van Gundy). He is knowledgeable about the game, he has credibility (was a solid NBA pro for many seasons), and bleeds green. If the raptors had the same history and past as the Celtics, perhaps we could have our own Tommy - but the franchise is too young, and nobody has the loyalty and resume of a Heinsohn. He is really fun, dare i say lovable, and in my opinion is the best the NBA has to offer.

Heinsohn is garbage (a total homer who contradicts himself every 5 minutes and makes the same jokes over and over) and it was fine to have him commentate lottery teams but the Celtics should've upgraded their commentating team after making such a massive improvement to their squad over the offseason.
The other guy (Bromin or Gromin or whatever) is cool, though.
