There is obviously some stipulation hindering the deal. Deron's camp must be pushing for something that the Jazz are hesitant to offer, though it's obvious Deron can just hold out and wait until right before the negotiation terms end in October and the Jazz will offer him whatever he wants. They don't want to have Deron's contract which is obviously worth the Max hanging over them all season.

At the end of this negotiation period there is no pressure on the Jazz. Next year, Deron will be a restricted free agent if the Jazz max their qualifying offer. Other than angering Deron there is no real pressure on the Jazz for at least two more years.

I think the delay has more to do with Deron trying to decide which length to make the contract. The current CBA expires in 3 years, and contract length and max value have been declining in the CBA. It may be more advantageous to take a longer contract at this time. For the other guys who tooke three years (except Paul) their contracts expire before the current CBA, so this is not a factor.
