He is a top 30 PG - so if that is your criteria, sure he is. But he is a placeholder. He is not a guy that a team will ever be confident in longterm, as a starter.

His defense is poor, he isn't very efficient, and he doesn't make his teammates better.

Especially in Miami - he has no value. What does he bring to the table for them? They would be much better off with a guy like CJ Waton who can play defense and shoot the 3 at a great rate. Really, that is all they need in a PG: defense and 3 pg shooting.
