I think that they'd have to show they are a real contender for the WCF before it would change the plan to "tank". It will take some time to see the true team, but I'm sure by the trade deadline the path will be clear. I'm fairly sure they will be sub .500 at that point, but if they shock the world and are in the top 4 in the West, the plan might change. Right now other teams are likely overlooking them, and they also have very little scouting available for this team as a unit, as well as coach Hardy's style.

So far, Clarkson has actually show effort to be a playmaker and defend better. Despite how he's playing, I think it's possible the FO is actually afraid to trade him, as he is the team fan favorite, and still does need to worry about ticket and merchandise sales.

Love how the team is playing. Players & coaches don't/won't tank. Against Houston, we didn't see Hardy keep the starters out at the end, for example.
