The Bulls are under no obligation to do a S&T. They don't need to because they have the money under the cap, and Boozer has already agreed to their terms. With that being said I have some questions:

Can we still sign and trade Carlos to the Bulls for the exact contract that he has agreed to with the Bulls, just to get the TPE? Meaning if the Bulls signed Boozer for a deal starting at $14M, $15M, $16M, $17M, $18M could we still sign him to the Bulls for that exact contract and receive nothing in return? Or does something no matter how minimal have to come in return?

If we can, we are at the mercy of the Bulls correct? If that is the case why would the Bulls even do that? Just to be nice? In my mind if I am the Bulls I don't do it to even be nice, and even if I don't have to give anything up in return. My reasoning is that the Bulls might want to use their own cap space to lure a player to their team, or the TPE of $9M for the Hinrich deal to lure a player to their team from a team that is looking to dump them, and if they have one less team to compete with (i.e. the Jazz with their Boozer TPE) the better off they are.

One last question. If we do get Chicago to agree to a sign and trade, what would it be worth? $14M which is the starting salary? Or $16M the average salary of Boozer's deal?

Perhaps the only way we get the deal done is to offer the Bulls the right to swap 2nd Round picks with us next year (likely meaning they move up in the 2nd round), but at least with this we pick up a large TPE.

If Boozer or his agent say they'd like to do it, I don't think the Bulls will really care. That's basically what happened with Amare in New York.

All parties would need to agree to the sign and trade (Jazz, Bulls, Boozer). The agreement so far is a verbal one on the terms of the new contract. The Jazz could sign and trade Boozer for the identical contract to get the TPE.

A potential motivation for Chicago would be to send a player out to free up more cap room for another move this offseason. But it would have to be someone the Jazz are interested in--or are at least willing to take for the TPE. Otherwise the Bulls could just send a future 2nd round pick to complete the deal. Or they might not want to enable another team to make moves over the course of the next year that they wouldn't be able to do otherwise and decline the S&T scenario.

There might be motivation in the fact a resigning team has more freedom in structuring a contract.
