TPE - Traded player exceptions

The Jazz are sitting on three TPE's. Is the FO going to be able to use them, or will the end up expiring? As fast as the Jazz have been moving this off season, I have to wonder. If not will the Jazz FO be able to sign any of the FA's this year? Seems like the FO doesn't want to ante up for a player, or just not enough ante. Are there any gems out there in the summer league? If you take D-will off of the team right now, could we win a D-league game? To compete any more in th NBA, you have to have 3 legit stars, and we have one. One left that is. Is this a rebuilding year?
I am not opposed to having a couple of D-leaguers at the league minimum to fill out the bench, and play when we are up by 20. This allows the Jazz to sign some higher quality talent. What I mean is I would rather have one 10-12 million tier player than two 5-6 million tier players. Last year I think we had CJ, Matt, Korver, and Brew all in the 5-8 tier range. Hopefully this is what the Jazz are trying to do. Move three of them and sign a 13-15 tier guy to start, and a minimum level guy to get him water.
I just think we need to increase our talent to have 3 main go to guys, and 2 higher level role players with a main rotation of 8 or 9.
I think AK will be better this year if the Jazz will play him in the 4 position a little. He needs to be down low on defense, so he can come from the week side and block shots. Which ignites his offensive game.
I think CJ will be a lot better this year. He had his first full year of real minutes last year.
The Jazz do need to acquire another top level talent this year.
