Las Vegas Summer League has been cancelled, I hope the rocky mtn review starts back up. Favors and Heyward can use it. Plus our two draft picks. Utah should move fast and set it up for immediately after the draft before the impending lock out.

Have you not read THE NBA has cancelled ALL summer League!!!

Actually the Mitch Lawrence article I assume you are referring to only says the Las Vegas Summer League (which is run by the NBA) has been scrapped for 2011. It makes no mention of the Orlando Summer League (which is where the Jazz have participated recently) being scrapped since it is not NBA run--rather it is run by the Orlando Magic, similar to the way the Rocky Mountain Revue was run by the Utah Jazz.
It may be plausible to assume that if the lockout extends well into the summer that the Orlando Summer League would also be scrapped since the team is not operating normally but that hasn't been stated.

I don't think any under-contract players could even attend the Orlando Summer League if there's a lockout.

I think the best you could hope for is some kind of summer league where undrafted players and other free agents trying to break into the NBA play organized ball.

Assuming the draft is held but picks haven't signed contracts yet (which usually happens later in the summer before summer league games)--they technically could also participate I believe--though that might not be what teams want or a risk players would be willing to take given the size of contract waiting for them. At that point the team only owns the rights to them but doesn't actually have them under contract. I do agree that any signed draft pick from previous years would not be able to participate.

What is interesting is if the lockout resolves itself before too far into the summer then a smaller, team-run league might be able to pull off an abbreviated summer league while the large, NBA-run Las Vegas Summer League could not.

Right, they technically could participate but I don't think they would. We've already seen the case where a free agent like Fesenko refused to play in the summer league based on advice from his agent. I think it would be very similar for any first round draft pick.
