Why hasn't Jerry Sloan coached an all-star game?

To my knowledge Jerry Sloan has never been the coach of an all-star team even the two years the Jazz had the best record in the Western Conference. I thought the coach of the team with the best record in the Conference coaches the all-star game. I know Sloan would not want to coach an all-star game. How does he get out of it every year even when his team had the best record in the conference?

I think the two years that they had the best record at the end of the season and they didn't have it at the allstar break or somebody had a tie breaker.

Paul Westphal. Pat Riely was the other one, I think.

Stockton missed the first 18 games or so in 97-98 so I'm not sure if we had the best record at the time. Don't know about the previous season.
