How to fix the eligibility rules for the NBA draft.

The NBA needs to change the rules for eligibility. They could accomplish this by the following means:
1. The NBA D-League needs to be expanded so every team owns and operates their own D-League team (such as the Los Angeles D-Fenders and the Austin Toros. Both teams are owned and operated by their parent clubs, the Lakers and the Spurs).
2. Next, the NBA needs to allow high school students to be eligible for the draft. Set it up the same way that Major League Baseball does it. Allow each NBA team to draft a player and allow them to develop with their D-League team if they are not ready. There should not be a limit on how long a player can spend in the D-League if they need further development.
3. Also, if the player decides to go to college, they lose their ability to declare for the draft again until after their sophomore year. This would allow for players who have no business being in college to still declare for the draft and be able to play in their first year if they are ready. But it would also make those who choose to go to college to actually have to go to class for their first two years to be eligible to declare.
