A player can be offered 9 million or 25% of the cap. Whichever is greater which nowadays is always 25% of the cap is defined as the maximum. Years 1-6 its 25%. 7-9 its 30% and 10+ is 35%.
People can offer Millsap a salary at the maximum if they wanted.
The issue with him is outside of Memphis, Detroit and OKC most teams couldnt offer Millsap more than the MLE. My guess is Memphis and Detroit might make a strong move for him. However, Detroit might be more content with Boozer.

I think Presti is going to be interested in both Millsap & Boozer, depending on whether or not he gets Griffin in the draft.

Hahaha, right. He isnt going to commit 25 mil to the PF position. I will tell this much Boozer IMO will land in Miami, Detroit or Utah.
Millsap isnt going anywhere period. His main suitors will be OKC, Utah and Memphis. However, it seems to set up well enough to where the worst team in the league gets the "home town" kid.

The maximum can be 8 x 3...because we also must sign Brewer...

And neither will go there, OKC sucks both as a team and a city.

It sucks as a team, definitely. There is no future, but he would sign there. He will sign the biggest contract possible and let the Jazz match.

The Jazz are a good organization with honest, trustworthy businessmen. Thats why they win.
They will take into consideration two things: that Millsap has averaged better as a started than Boozer did in days in Cleveland at the same level of experience. Then, they will rationally deduct him slightly because he was never a starter until half of this year. They will probably end up offering him a contract similar to the one they gave Boozer, adjusted for inflation. My guess is somewhere around $70 million....
**Edit: Thats if the contract is as long as Boozer's was. I'm not talking a DWill max 3yr/$70 here....
