If the Jazz want to match Millsap they should work on a trade for Boozer and hopefully find one before they match. If they find a trade for Boozer they should hold off for a while. They then should match Millsap at the very last minute and hopefully by then everyone Portland is interested in will be gone via free agency(L Odom, D Lee). Leaving Portland with cap room but no one they really want to spend the money on. Then when Portland wants to come back and work out a trade we all of a sudden have the upperhand on them. If nothing else we already have a trade worked out that we can fall on and leave Portland out.

I wouldn't be surprised to see a Boozer deal happen later in the summer after more players are eligible to be traded.
