The pick wasn't traded, diallo was. Like the trade was broken 45 minutes after he was picked, it's pretty clear presti twas targeting diallo not pick 45.

Well then asking was asinine, it takes two parties to complete a trade. maybe Houston had no interest, maybe presti thinks diallo is a better prospect, maybe Melton slept with presti's wife. I mean, are we really asking why presti didn't trade for a guy picked in the late second round that there's no indication was available?

More likely, as your original question implied, you didn't realize Melton was drafted before presti made a pick.
