Melo was just waived, which opens up the roster spot for TLC in Chicago.

So they aren't all in? If money weren't an issue they wouldn't have made this move which did nothing but save money. In any trade where they would use the Melo TPE they could have sent TLC to the other team and it virtually have been a one for one trade. This feels more like a move that indicates nothing is going to happen and they needed to shed some of their tax bill.
